Problem comes if had any Mods / Plugins / Texture and Language packs installed? FiveM, RageMp, Scripthook, LSPDFR
Mods normally are the cause of the crash at the game due to files changes that go into conflict with the original files from the game
I'll recommend you perform a clean install of the game to make sure you have removed all the mods files and check if you will face the same issue
Note: To locate the AppData folder you will need to do this here
In the Search Bar on your Windows Toolbar, enter %AppData% and click OK. Windows will directly open up the Roaming folder which is inside the AppData folder.
(For story mode make sure you have all the saves in a backup folder)

Please disable temporarily your Windows defender / Firewall / Antivirus
( They can prevent the Launcher to download or the Game to use some particular files from the game root that are necessary to run the game)
